I have found one clue after looking at eBay auctions as the same figure is being sold as a 1980s Citadel Skeleton, which narrows the date ranges (1985-89?) and suggests 3rd edition. The figure he is paired with might also be a clue as it was probably manufactured at the same time, see picture below:

They most looks like a forerunner to the Wight Lords of 4th Edition or a unit leaders.
The heavier appearance of these skeletons as compared to the Citadel C17 releases in the 1980s suggests they might be made by Marauder which operated from 1988 to 1994 as a subsidiary of Citadel employing different sculptors including Aly Morrison. Examples below:

Thanks to a tip from the Lost and the Dammed blog I found the armoured skeleton with an axe wearing a helmet in the 1989 Citadel catalogue under skeletons listed as Axe 9 code number 074528/19 sculpted by Aly Morrison.There is a similar version of this armoured skeleton in a hood with a mace in on the following page, listed as Mace 5 code number 074528/14 sculpted by Aly Morrison:
Later in 1993 both reaper in a the Citadel Catalogue as Skeleton Warriors 8569 "Tomb Guardians". Presumably this change was made to fit them in to Warhammer Fantasy Battle 4th Edition that came out in 1992 possibly as upgraded skeleton warriors with heavy armour and two handed weapons.
